Washington, D.C., May 2, 2022 – Earth & Water Law, LLC (E&W Law) announced today the addition of Jon Pawlow to the partnership. Jon has over 40 years of expertise in the environmental field, including nearly 20 years on Capitol Hill with the House Transportation and Infrastructure Committee, with the Office of Advocacy of the U.S. Small Business Administration, in private law practice at major law firms, and initially with the U.S. EPA.
Most recently, Jon served as Senior Counsel on Capitol Hill with the Water Resources & Environment Subcommittee of the House Committee on Transportation and Infrastructure, where he helped develop and advance legislative, oversight, and public policy matters within the Subcommittee’s jurisdiction, including water quality; water pollution control; water/wastewater infrastructure; infrastructure financing mechanisms; wetlands; hazardous waste cleanup and brownfields; and water resources management, conservation, and development.

With his diverse background, Jon has developed an excellent understanding of the Federal legislative and regulatory processes, convening coalitions of interests to develop and advance policies, reach consensus, and resolve issues.
Jon earned his law degree from the Georgetown University Law Center, and MS and BS degrees in water resources engineering and environmental science, both from Rutgers University. He is a member of the District of Columbia Bar and Virginia State Bar (currently inactive), and is also admitted to the United States Supreme Court, U.S. Court of Appeals for the District of Columbia Circuit, and U.S. Court of Appeals for the 4th Circuit.
