Washington, D.C., April 15, 2024 – Earth & Water Law, LLC (E&W Law) announced today the addition of Leonard A. Miller to the partnership. Len has a wealth of experience in both the public and private sector, serving as one of the first environmental lawyers in the U.S. government, beginning his career with the National Air Pollution Control Administration and then as part of the group of federal employees who started the U.S. Environmental Protection Agency (EPA). While at EPA, Len created the structures of the modern-day regulation of air and water pollution, and designed the framework for all of the EPA permit programs.

Following his government service, Len has gone on to advise Fortune 500 companies, start-ups, trade associations, and venture capitalists, with a particular interest in the settlement-first approach to conflict resolution, involving coalition formation, alternative dispute resolution and mediation. In recent years, Len’s practice has been focused on matters under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).

Len graduated from Brandeis University (B.A. cum laude) and Harvard Law School (J.D.). He is a member of the District of Columbia bar. Len is active in his community where he is the Co-Founder of the U.S. EPA Alumni Association and the non-profit, the Water Resources Action Project.
