Biography

Scott Mitchell is an airport and environmental attorney with over 30 years of experience advising on all aspects of airport law including aviation infrastructure, environmental compliance, and contaminated-site liability. He combines extensive technical expertise with senior leadership experience in the federal government.
Scott previously served as an Assistant Chief Counsel at the Federal Aviation Administration (FAA), where he led the agency’s airport and environmental law practice and acted as the FAA’s primary airport and environmental lawyer on issues related to airport development, federal grant obligations, and environmental review under NEPA. Earlier, he worked as a CERCLA enforcement attorney with the U.S. Department of the Interior.
In private practice, Scott served as Of Counsel at Gunster and Morgan Lewis, representing clients in complex matters involving federal and state environmental laws and regulatory compliance.
Scott holds an engineering degree, cum laude, from The University of Florida and began his career as a chemical engineer with E. I. du Pont de Nemours & Co., Inc. He later earned his J.D., cum laude, from The Georgetown University Law Center, where he served as an Associate Editor of The Georgetown Law Journal.
