E&W Law Welcomes Sally Mozley Dalzell and Scott Mitchell as Partners

Washington, D.C., March 23, 2026 – Earth & Water Law, LLC (E&W Law) today announced that Sally Mozley Dalzell and Scott Mitchell have joined the firm as partners. Both bring decades of senior leadership experience at the U.S. Environmental Protection Agency (EPA) and the Federal Aviation Administration (FAA), further strengthening the firm’s ability to advise clients on high-stakes regulatory requirements, compliance, and the operational challenges related to infrastructure and project implementation in today’s complex legal and policy landscape. The announcement coincides with E&W Law marking its 10th anniversary.

Sally Mozley Dalzell is a nationally recognized expert in Superfund, federal environmental enforcement policy, and complex compliance challenges with over 30 years of experience at the EPA. She has advised agency leadership and senior decision-makers on high-profile issues related to major federal environmental statutes, including CERCLA, RCRA, the Clean Air Act, the Clean Water Act, the Safe Drinking Water Act, and TSCA.

She brings a practical understanding of how enforcement and policy decisions are made at the agency level, which will be highly valuable to our clients.”

Sally played a leading role in nationally important initiatives, including the closure of the Red Hill Fuel Storage Tanks in Hawaii to protect Honolulu’s drinking water supply, development of enforcement strategies to accelerate CERCLA cleanups and improve cost recovery, and advancing EPA’s approach to PFAS. She also advised on interagency legal disputes resolved by the Department of Justice and supported critical infrastructure and emergency response efforts, such as restoring power in Puerto Rico after a major hurricane while ensuring environmental compliance.

Sally’s contributions have been recognized with numerous awards, including the EPA’s Distinguished Career Service Award (2025) and the Nancy Firestone Legal Excellence Award (2024), as well as multiple gold, silver, and bronze medals for exemplary service.

Sally earned her Bachelor of Arts in History from the College of William and Mary and her Juris Doctor from the University of Alabama School of Law. She is admitted to practice in the District of Columbia, Alabama (inactive), and before the U.S. Supreme Court.

Scott Mitchell is an airport and environmental attorney with over 30 years of experience advising on airport law, including aviation infrastructure, environmental compliance, and contaminated-site liability. He previously served as Assistant Chief Counsel at the FAA, where he led the agency’s airport and environmental law practice and was the primary legal advisor on airport development, federal grant obligations, and environmental review under NEPA. Earlier in his career, Scott worked as a CERCLA enforcement attorney with the U.S. Department of the Interior.

“I am excited to join E&W Law and collaborate with a team deeply committed to helping clients navigate a broad range of airport legal issues including both compliance issues and the intersection of infrastructure development and environmental stewardship,” said Mitchell, who will work closely with the team on airport law and PFAS-related matters. “Throughout my career, I have worked on complex airport and environmental issues where practical, solutions-oriented counsel is crucial. I look forward to bringing that experience to E&W Law’s clients as they work on important aviation and development projects.”

In private practice, Scott served as Of Counsel at Gunster and Morgan Lewis. He started his career as a chemical engineer with E. I. du Pont de Nemours & Co., Inc., bringing a solid technical foundation to his legal work.

Scott earned his Bachelor of Engineering, cum laude, from the University of Florida and his Juris Doctor, cum laude, from Georgetown University Law Center, where he served as Associate Editor of The Georgetown Law Journal. He is admitted to practice in the District of Columbia and Florida (inactive).
