He has well over 40 years of expertise in the environmental field, including nearly 20 years on Capitol Hill with the House Transportation and Infrastructure Committee, with the Office of Advocacy of the U.S. Small Business Administration, in private law practice at major law firms, and initially with the U.S. EPA.
Over the years, Jon has worked on legal, regulatory, and technical issues arising under most major Federal environmental statutes and numerous related State laws, and has been focused for many of those years on matters relating to water quality, water pollution control, wetlands, watersheds, hazardous waste cleanup and brownfields, water resources management, and water infrastructure.
With this diverse background, Jon has gained substantial private and public sector legal, policy, project management, and issues resolution experience, and developed an excellent understanding of the Federal legislative and regulatory processes. He has worked with a wide range of parties and pulled together coalitions of interests to develop and advance policies, reach consensus, and resolve issues.
Jon earned his law degree (JD, cum laude) from the Georgetown University Law Center, and MS and BS degrees in water resources engineering and environmental science, both from Rutgers University.
Jon is a member of the District of Columbia Bar and Virginia State Bar (currently inactive), and is also admitted to the United States Supreme Court, U.S. Court of Appeals for the District of Columbia Circuit, and U.S. Court of Appeals for the 4th Circuit.
Jon Pawlow most recently served as Senior Counsel for nearly 20 years on Capitol Hill with the Water Resources & Environment Subcommittee of the House Committee on Transportation and Infrastructure, where he helped develop and advance legislative, oversight, and public policy matters within the Subcommittee’s jurisdiction, including water quality; water pollution control; water/wastewater infrastructure; infrastructure financing mechanisms; wetlands; hazardous waste cleanup and brownfields; and water resources management, conservation, and development. Jon organized oversight hearings and drafted legislation on issues including public and private financing of water infrastructure (including WIFIA and State revolving loan fund programs), waters of the U.S./WOTUS, water quality standards and wetlands permitting, integrated permitting/affordability, and water resources development/WRDAs.
Jon also served as Assistant Chief Counsel for Regulatory Policy with the Office of Advocacy of the U.S. Small Business Administration from 2000-2002, where he represented small business and community interests in Federal regulation and policy development, notice and comment rulemakings, interagency reviews of proposed rules before the Office of Information and Regulatory Affairs, and Regulatory Flexibility Act/Small Business Regulatory Enforcement Fairness Act panel reviews of proposed Federal regulations involving water, air, hazardous waste, and energy and natural resource issues.
Previously, Jon practiced environmental law at major law firms, including Chadbourne & Parke LLP (now combined with Norton Rose Fulbright) and Arent Fox LLP (now Arent Fox Schiff), where he represented and advocated the interests of corporate management and major industry trade associations in Federal and State regulatory actions, rulemakings, permit/licensing proceedings, enforcement actions, policy negotiations, corporate and financial transactions, insurance coverage disputes, and complex, multi-party Superfund negotiations, settlements, and litigation proceedings.
Jon started his career with the U.S. Environmental Protection Agency, where he was an environmental scientist responsible for regulatory and technical water quality issues in the Agency’s Office of Water from 1977-1986.
